Plans for Bull Island in Dublin expected to go ahead.
There are two golf clubs on Bull Island which is also home to many varieties of rare birds. The island is also an official dumping ground for the city of Dublin.
Tonnes of rubbish are tipped there every week.
Under the new plans for Bull Island, the dumps will be filled in and replaced by car parks, a pitch and putt course, and bird watching facilities.
The report into the development of the site came at a cost of £14,000 which some Dublin councillors believe to be a waste of money. Carrying out the plan for the site will cost in excess of £50,000. This is just a fraction of the £3 million that Dublin Corporation spends each year on parks alone.
The Bull Island development is likely to get the green light later this year.
