That's could have, would have, should have. He didn't have weapons there. So the whole thing would suggest to me that you and possibly President Bush were sold the most grizzly pups in modern history... the weapons still weren't there.
Tony Blair responds by describing it as a decision of life and death that was not taken lightly.
The evidence was also that he had them, that he was developing them... With this man and the hundreds of thousands of people who died under him, it wasn't worth leaving that risk in place.
