The latest performance data from the HSE shows that it will require savings of €103m for the rest of the year to stay within budget.

Up to the end of July, it was over budget by €35m, with voluntary hospitals accounting for €36m euro of the overrun.

The HSE West region had the largest deficit of €45m, while the HSE Dublin-North East was over budget by €42m.

The HSE says there is a shortfall of €297m in health levy receipts, due to the rise in unemployment, and it is discussing the issue with the Departments of Finance and Social Protection.

It says it is assuming that any shortfall in this area will not require extra measures to reduce cost.

So far this year, the HSE has underspent its capital budget by €41m but aims to fully spend the money by the end of the year.

It also says that €50m euro allocated for mental health services this year may not be spent, as it is dependent on the sale of lands to a similar value, which is not happening.
