A file is being prepared for the Director of Public Prosecutions.
The men were questioned in connection with an investigation into illegal debt collection.
The five, who range in ages from 28 to 77, were arrested after gardaí raided six houses in counties Kildare and Dublin.
Detectives believe that two builders hired a group of criminals to force people who owed them large sums of money to repay their debts.
None of them was a registered debt collector.
