A developer has brought proceedings in the Commercial Court to quash a decision by the Minister for the Environment directing Dún Laoghaire-Rathdown County Council to change its draft development plan.
Director of Tristor Limited, Tim Crowley, says he was granted planning permission two years ago for a large mixed use development at ‘The Park Village’ in Carrickmines.
He says he can provide 1,500 jobs in Co Dublin if his development goes ahead.
He says his land was designated as a district centre under the draft Dún Laoghaire-Rathdown development plan for 2010 to 2016.
However, he says Minister John Gormley directed the county council in March to re-designate the area as a neighbourhood centre, which would allow only for a much smaller type of development.
Mr Crowley says his development would create approximately 700 construction jobs and a further 800 jobs in the completed scheme.
He says a major retail anchor tenant is already legally committed to the development and there is substantial interest from other potential tenants.
He is seeking an order quashing the Minister's direction.
Mr Justice Peter Kelly admitted the matter into the Commercial Court's list.
It is due to be heard in full in July.
