The auditor of company accounts involved in the Quarryvale development has said he does not think he ever received invoices for payments to lobbyist Frank Dunlop.

Mr Dunlop has already denied at the Mahon Tribunal that invoices were drawn up retrospectively to cover VAT free round figure payments from developer Owen O'Callaghan.

Leo Fleming of Deloitte and Touche was involved in the audit in 1992 of Barkhill Ltd the company owned by developers Tom Gilmartin, Owen O'Callaghan and AIB.

The tribunal heard that that Barkhill had spent £22 million by then, but there were no audited accounts since the company's inception in 1988.

Mr Fleming's notes at the time referred to the company's accounts being 'error prone' with records 'piecemeal and incomplete' and recollections of people involved 'confused and contradictory.'

He queried £1 million spent by Mr O'Callaghan's company Riga Ltd and recharged to Barkhill, the company originally wholly owned by Mr Gilmartin.

His notes refer to three payments totaling £80,000 to Shefran, a Frank Dunlop company, classified as PR and marketing in 1991.

There were no invoices provided at the time and Mr Fleming told the tribunal today he does believe the auditors ever got invoices for these payments.
