A top United Nations official is calling for a full implementation of new human rights standards in Ireland to improve the lives of people in psychiatric hospitals, prisons and other institutions.
Dr Silvia Casale, Chairperson of the UN Sub-Committee on the Prevention of Torture, will address an Irish Council for Civil Liberties seminar in Dublin today on the prevention of ill-treatment.
The seminar is part of a campaign to persuade the Government to sign up to the new UN standards, and to review the effectiveness of national monitoring of human rights.
