The Minister for the Environment, John Gormley, has said that he thinks that punishing drivers who litter from their car with penalty points is a good idea in principle.
This evening Mr Gormley said that it was a complex issue, but that he would discuss it with the Transport Minister Noel Dempsey in the near future.
The idea was raised by an anti-litter group which wants one penalty point to be imposed on every person who throws litter from a car or truck window.
Irish Business Against Litter has released its latest survey which shows only two-thirds of the country can be considered clean.
The group also wants more rubbish bins in lay-bys, so that lorry drivers can leave their litter behind them during breaks.
This latest survey of 50 towns and cities, carried out by An Taisce, found that Newbridge and Navan are the only two litter blackspots in the country, while Carlow topped the litter-free poll.
