The Labour Party is to table a Private Members' Bill to clarify the law regarding radio and television advertising by campaign groups.
The move comes in the wake of a ban by the Broadcasting Commission of a Trocáire advertisement.
Party President Michael D Higgins said he believed the commission was wrong in its interpretation of legislation which bans political advertisements, but was bringing forward his Bill in an attempt to clarify the situation.
It would draw a clear distinction between party political advertising and information campaigns organised by campaign groups.
Deputy Higgins said the Bill would not take much time in the Dáil, and could be incorporated by the Government into the Broadcasting (Amendment) Bill, which is currently before the Dáil.
