Extra Irish and Swedish troops have been sent to Sierra Leone to guard the War Crimes Court ahead of the possible appearance of former Liberian president Charles Taylor.
Officials say there is a risk of instability if Mr Taylor's trial takes place in West Africa as some of his supporters have threatened violence if he is brought before a judge.
The UN-backed special court has requested that the trial be moved to the Netherlands.
The Dutch Foreign Ministry says it is considering the request but added that strict conditions would need to be met including a UN resolution to provide a firm legal basis for such a move.
Charles Taylor is accused of multiple war crimes stemming from Sierra Leone's 11-year civil war, which ended in 2002.
