Dún Laoghaire-Rathdown councillors have rejected a controversial proposal for the redevelopment of the local swimming baths.
After a long-running campaign by members of the public, the council has instead voted to set up a sub-committee to examine alternative plans, which do not include apartments.
The €140 million plan also included shops and a swimming and leisure complex along with a viewing tower and maritime park.
Locals opposed the residential element of the project, saying it amounted to privatisation of the seafront.
Earlier, the council said apartments were needed to fund the project, which would refurbish the derelict bathing area.
Last June councillors asked for alternatives to be drawn up and a report on those was presented to this evening's meeting.
Campaigners against the project in its initial form staged a protest outside the county hall during the meeting.
