Sudan has rejected an investigation by the International Criminal Court, which has announced a formal probe into suspected war crimes in the Darfur region.
The head of the government's Darfur talks team, Majzoub al-Khalifa, said the ICC and others were welcome to send observers but an investigation that was the start of trials of Sudanese was not acceptable.
The Sudanese government said it would not send any citizen to a court outside its territory.
Earlier, the International Criminal Court in The Hague announced it was launching a formal investigation into allegations of crimes against humanity in the Darfur region of western Sudan.
It has been reported that more than two million people fled their homes while tens of thousands were killed by Sudanese forces since the start of a rebellion two years ago.
Earlier this year, the United Nations Security Council voted to refer the situation in Darfur to the International Criminal Court.
The International Criminal Court is the world's first global criminal court and was established three years ago to try cases of genocide and human rights violations.
