The Forum on Broadcasting reaffirms RTÉ as the nation's public service broadcaster, backs continued funding of the service and calls for more transparency.

The Forum on Broadcasting received submissions in both public and private over the last few months and has now published a range of recommendations. The recommendations in its report include: a review of the licence fee for RTÉ; the establishment of a single broadcasting regulator; and a charter for RTÉ as well as a code for fair trading practice.

The forum was asked earlier this year to look at the future role of broadcasting services for Irish audiences.

The report also indicated that there was a vital role for commercial and community broadcasters in providing choice to audiences. It also recommended a review of commercial ownership policy in three years' time.

RTÉ feels that the report has strengthened its case for a licence fee increase. Bob Collins, Director General of RTÉ, describes the report as a persuasive and authoritative document that identifies the absolute need to adequately fund the services that RTÉ provides.

Minister for Communications Dermot Ahern gave no indication that the report progressed the prospect of an increase in the licence fee.

This report reaffirms RTÉ's role as the nation's public service broadcaster and backs continued public funding of the service.

The report also calls on RTÉ for much more accountability and transparency to the taxpayer.

An RTÉ News report broadcast on 29 August 2002. The reporter is Annette O'Donnell.
