The Assistant General Secretary of the IMPACT trade union has said they have concerns with the failure of alarms to work and the under-staffing of units at Oberstown Children Detention Campus.
Tom Hoare's comments on RTÉ's News at One follow events on the campus around yesterday evening in which a young person was assaulted and taken to hospital after an incident with another resident.
Mr Hoare said one offender created a jagged end after breaking a cup to assault another resident.
He said three members of staff who were involved in managing the incident also received medical attention.
Mr Hoare also said they have had no direct contact with the Department of the Children on the matter.
He also said local management have been unable to recruit staff due to the high risk nature of the work.
Mr Hoare called for a measurement to how responses are being dealt with to protect the safety of residents and staff.
Everyone who attended hospital following the incident has been discharged.
Gardaí are aware of the incident and are investigating the circumstances.
Sinn Féin's spokesperson for Health and Children, Caoimhghín Ó Caoláin, has said there has been several concerning incidents at the facility in recent months.
He said the Oireachtas Committee for Health and Children, of which he is a member, visited Oberstown in June as part of their concern with the facility.
He said they were not able to engage with staff, as management had denied requests from personnel to meet with the committee.
