The City of Berkeley preliminary report into the balcony collapse that killed six students has concluded that the wooden joist ends holding the balcony deck "appeared to be severely dry-rotted".

Seven others were injured when the balcony gave way in Berkeley, California last week.

Building and Safety Division staff confirmed that the building's plans had complied with the applicable California Building Code requirements in place at the time, and confirmed that all inspections required by the code had been carried out.

City officials said they will recommend that the council adopts new and modified regulations as a result to enhance the safety and future buildings in Berkeley.

The changes would make new balconies and other sealed areas exposed to weather subject to stricter requirements on materials, inspection and ventilation.

City officials pointed out that this was the first report based on their observations and did not have the benefit of forensic examination or laboratory tests.
