The Cabinet is to consider draft legislation designed to give workers improved employment rights and better protections when pursuing those rights.
The legislation will deal with both collective bargaining rights and the reinstatement of wage setting mechanisms called Registered Employment Agreements.
The issue of collective bargaining has come centre stage in recent months following the dispute by Dunnes Stores staff over low-hour contracts.
It is expected the legislation will also contain anti-victimisation provisions to protect workers trying to claim their employment rights.
The cabinet meeting was adjourned this morning to allow ministers attend the 1916 Rising commemoration at Arbour Hill.
Ministers will resume discussions at 7.30pm.
