The Director of Public Prosecutions spent over €13.5m on fees to lawyers last year, which accounted for 37% of its total budget.
DPP Claire Loftus said the prosecution service cost €36.7m to run in 2011.
She was speaking as she issued her annual report today.
The work of the office also resulted in the seizure of over €2m in criminal assets.
