Dublin City Councillor Oisín Quinn contravened the ethical framework for local government, according to a Standards in Public Office Commission report.
However, the commission said it was satisfied that these contraventions were committed inadvertently and were minor in nature.
The commission found that Cllr Quinn contravened a section of the local Government Act 2001 by failing to disclose the nature of his interest and that of connected persons in a Dublin property.
The commission says this was material to matters of an amendment to a motion discussed at a meeting of Dublin City Council in December 2009 and a composite motion discussed at meetings in July 2010.
The commission said Cllr Quinn had failed to withdraw from those meetings while those matters were being discussed or considered.
Cllr Quinn represents the Pembroke-Rathmines Ward.
