There will not be an Operation Freeflow in Dublin this year for the first time since 1996.
A Garda spokesman said, however, that police resources in the capital will be concentrated on traffic as part of Operation Artery, which will run until 8 January.
Around 160 probationary gardaí were usually drafted in to deal with traffic problems, but there are none available this year because of the recruitment ban.
However, the Garda spokesman said a lot of analysis of traffic movement and awareness of problem locations have been learned over the years.
There will be an emphasis on maintaining traffic movement outside car parks and non-emergency road works will be suspended.
The spokesman said that there will also be a focus on traffic offences such as drink driving, speeding, non-wearing of seat belts, use of mobile phones and cycling offences.
AA Roadwatch's Conor Faughnan said that the annual Garda traffic operation has become diluted in recent years.
However he said traffic problems in the city are not as great as in past years because of a drop in traffic due to the recession, the full opening of the M50 and the introduction of the HGV ban.
