EBS Chief Executive Fergus Murphy was allowed breach the limit on bankers' pay due to his "personal circumstances", internal Department of Finance documents reveal.
A speaking note prepared for Taoiseach Enda Kenny said Mr Murphy had been allowed exceed the cap on pay set for EBS by €20,000 and had received €380,000.
The note was released to RTÉ under Freedom of Information but details about individual bankers were edited out of later versions of the speaking notes.
A spokesman for EBS said at the time when limits were set on bankers' pay, Mr Murphy was paid €490,000.
The spokesman said it was recommended that the chief executive's pay be reduced to "in the region of €360,000" and the EBS board decided that a reduction of €110,000 was sufficient.
The Department of Finance note also said Bank of Ireland Chief Executive Richie Boucher had a base salary of €633,000 "to compensate for the large reduction in base salary which occurred on his appointment and his pension contractual arrangements".
The cap on pay at Bank of Ireland was originally set at €500,000.
The document said: "Recommendations deal with base salary only not total remuneration - for example the publicly revealed remuneration package for 2010 for the CEO of Anglo Irish Bank is just shy of €1m."
