The Budget increases excise by 4c per litre on petrol and 2c per litre on auto diesel, both increases are inclusive of VAT.
The excise increases will take effect from midnight.
Meanwhile, the car scrappage scheme introduced last year will be extended for a further six months to 30 June 2011.
The VRT relief provided in that period will be increased to a reduced maximum of €1,250.
Mr Lenihan said he has decided to extend the VRT relief for series production hybrid and flexible fuel vehicles for two years to the end of 2012.
The rate of relief provided will be up to €1,500.
The VRT relief for plug-in hybrid electric vehicles will continue at up to €2,500 until 31 December 2012.
Mr Lenihan also said that he was making the necessary arrangements to ensure that bets placed on the internet by domestic punters are subject to the same level of betting duty as applies in high street betting shops.
