Government Chief Whip, John Curran has warned TDs who are threatening to withdraw support from the coalition that there is no additional money to address local issues.
Meanwhile, a second TD has indicated a withdrawal of support for the Government over concerns about cuts to health services.
South Tipperary TD Mattie McGrath, who lost the Fianna Fáil whip earlier this year, said his continued support would depend on the retention of acute services at South Tipperary General Hospital in Clonmel.
On Friday, Independent TD Noel Grealish withdrew his support for the Government over cuts to the health budget in the HSE West area.
Speaking on RTÉ Radio, Deputy Curran said he had not spoken to Mr McGrath about the forthcoming budget but health services would have to be delivered from within existing resources.
Deputy McGrath told RTÉ News yesterday that discussions on reconfiguring hospital services in the South-East were going on behind closed doors without any local political input.
European Affairs Minister Dick Roche said TDs involved in local bargaining to save their own seats risk doing more damage to the country.
Speaking on RTÉ's The Week in Politics programme, to be broadcast tonight, Mr Roche said everyone wants to survive in politics but the nation must come first.
He said that if people are trying to ‘save their individual skin’ ahead of the national interest - then we are in a bad place as a country.
