The Taoiseach has indicated that the recommendations of 'An Bord Snip Nua' will be published.
The report of the Expenditure Review Group, chaired by the economist Colm McCarthy, was handed to the Minister for Finance earlier this week.
The report was expected to suggest ways to reduce public service costs by about €5 billion.
Speaking in Tralee, Mr Cowen said it was important for the public to be fully aware of the difficult decisions facing the Government in the current economic climate.
