The former Church of Ireland Archbishop of Armagh has said leaks about a proposed commission to investigate the legacy of the Troubles were unhelpful.
Dr Robin Eames is a member of a Consultative Group considering how to deal with the issue.
A Belfast newspaper claimed earlier this week that a South African-style Truth Commission would be proposed, whose terms would give limited immunity to former paramilitaries who proffered information on incidents on which they had knowledge
Speaking in Newcastle where he is briefing members of the British Irish Parliamentary Body on his work, Dr Eames said the leaks only gave part of the picture and could result in people being misled.
The leaked version had caused concern among Unionists and Loyalist representatives because of the suggestion that the immunity provisions amounted to an effective amnesty for former paramilitaries.
