Alitalia flights will be grounded within ten days from Monday if the airline's special administrator does not present a new rescue plan.
Augusto Fantozzi is due to meet Italy's civil aviation authority ENAC on Monday to see whether the airline can retain its operating licence.
Italian consortium CAI withdrew its offer to buy part of the airline yesterday, in the face of union opposition to job losses.
The government said the only hope was if the consortium put its offer back on the table and unions accepted the terms.
The government has ruled out any further intervention from the state which provided a €300m loan earlier this year to keep the airline, which loses over €2m a day, flying.
Alitalia has been operating under bankruptcy protection since the end of August.
