Willie O'Dea told RTÉ's The Week in Politics programme that the Government understands the Tribunals will finish their work this year and once the public hearings end, there will be no further funding provided.
The Government will introduce the legislation in the autumn
On the Government's €440m cuts, Mr O'Dea said that each minister will have to report the progress they are making to the cabinet twice a month.
