A Canadian environmental group has said it has obtained a leaked government document that shows Canada's representatives at a UN conference on climate change have orders to derail the talks by undermining a fundamental principle of the Kyoto Protocol.

The group - Equiterre - said the Kyoto Protocol is built on the recognition that industrialised countries are largely responsible for the problem of climate change.

But the group alleges that Canadian negotiators at the conference in the Indonesian island of Bali are under instruction to demand that poorer nations accept the same binding emission reduction targets as developed nations.
