Middle ranking gardaí are calling on the Government to treat the number of gangland killings as a national emergency.
The Association of Garda Sergeants and Inspectors wants the coalition to convene a civic forum to address the increasing levels of violence in Ireland today.
It is also calling for the immediate installation of a system to prevent criminals from using mobile phones to direct serious crime operations from jail.
The association's annual conference opens in Wexford today.
The AGSI also wants to see properly equipped dedicated drugs units established in all garda district headquarter stations.
Other motions include a call for all gardaí to be trained to interview witnesses, victims and suspects and separate interviewing facilities for suspects.
The establishment of a dedicated garda live fire facility for training, the provision of email and annual safety checks for all garda cars will also be discussed.
