Radical measures to reform the legal profession have been proposed by the Competition Authority.
The authority says legal services are in need of substantial reform to eliminate unnecessary and disproportionate restrictions in competition.
It recommends new legislation to establish an independent commission to regulate the legal profession and an end to self-regulation by barristers and solicitors.
It makes 29 recommendations including the abolition of monopolies on legal education and conveyancing.
The authority also wants solicitors to ensure that consumers are informed of their rights on issues like legal fees.
