Second inquiry launched into teenager's death

A second inquiry has been ordered following the death of a teenage boy after he spent a night in garda custody.

14-year-old Brian Rossiter died nearly three years ago. One inquiry is already dealing with his arrest and detention at Clonmel Garda Station. 

However, today it emerged that a second inquiry has been ordered by the Director of Public Prosecutions, who wants to know why a 25-year-old man was charged with Brian's manslaughter.

The DPP says he never gave the go-ahead for the charges to be brought against Noel Hannigan and he's investigating how he ended up in court.

Earlier, Justice Minister Michael McDowell said the matter was one for the DPP and that it did not fall within his remit.
