The United Nations atomic energy agency has adopted a US proposal to create an oversight committee to deal with verification problems such as investigating Iran's nuclear programme.
The proposal was discussed by the International Atomic Energy Agency's 35-nation board of governors at the end of a week-long meeting in the Austrian capital, Vienna.
The IAEA's director, Mohamed ElBaradei, said the discovery of additional undeclared nuclear programs and the risks associated with nuclear terrorism have challenged the agency's existing verification system.
Mr ElBaradei also hit back at Iran's claims that the IAEA was mistaken in its assertion that Tehran had misreported dates for separating plutonium.
'The fact remains that we need absolute correct dates and do not need stories to change. Confidence is built when you feel you are getting full transparency and the story is not changing,' he told reporters.
