An audio tape broadcast on an Arabic television station claims to be the voice of a senior member of the al-Qaeda organisation.
The speaker criticised a proposal for reform in the Middle East as a US ploy, and said change would only come through 'resistance'.
The Al Arabiya television service played the tape which it said was from Osama bin Laden's deputy, Ayman al-Zawahri.
US officials say the Egyptian played a major role in the 11 September terrorist attacks.
The voice accused the US of wanting to replace current regimes in the Middle East, and said the reforms would not bring independence or dignity to the region.
