Anti-waste charge campaigners have held a two-hour long protest outside Fingal County Council's depot in Swords.
They are demanding that the council collect all bins.
Meanwhile, Dun Laoghaire Rathdown County Council has begun implementing a policy of discontinuing waste collection to householders who have not paid waste charges.
