Two weeks prior to the budget announcement, the Taoiseach, Charles J. Haughey, warned the Irish people that, "...as a community, we are living away beyond our means". The nation braced itself for Minister of Finance Michael O'Kennedy's budget which was announced on 28 February 1980.
