In a change from the conventional budgetary announcement, Taoiseach Jack Lynch, presented the 1970 budget.

Following a horse riding accident, Minister for Finance, Charles J. Haughey was not available and Taoiseach Jack Lynch stepped in for the big announcement. The main points of the budget saw turnover tax doubled and an increase in the old age pension.
