John Hume outlines issues he would like to see addressed by the Royal Commission on the Constitution.

The Royal Commission on the Constitution (also known as the Crowther Commission) was established by the Harold Wilson led Labour government.

Headed by Lord Crowther, the commission is to examine the constitutional relationships between different parts of the United Kingdom and to receive proposals regarding changes to these structures.

Independent Member of Parliament for Foyle John Hume has submitted suggestions to the Crowther Commission.

Among his proposals is the re-introduction of proportional representation which would,

Allow the full expression of minority opinion.

He recommends taking the constitution of Northern Ireland away from party politics altogether and having a periodic referendum as,

All people are agreed that the future of Northern Ireland should be decided by peaceful means.

John Hume would also like to see a bill of rights enshrined in the Government of Ireland Act covering and guaranteeing rights to all citizens in Northern Ireland.
