The tribunal was established to investigate irregularities in the beef industry, referred to as the 'Beef Tribunal'.

The Tribunal examined the "unhealthy" relationship between Charles Haughey and the beef baron Larry Goodman.

In August 1994 the findings of the Tribunal were published.
