Just 937 asylum seekers based in Greece and Italy have been relocated to other states within the European Union, despite last year's agreement to resettle tens of thousands.
The European Commission has criticised member states for lacking political will on the issue, saying they urgently need to deliver on promises to take in 160,000 asylum seekers fleeing conflict.
In a statement this afternoon, the EC said that member states agreed to its emergency proposal to relocate refugees from countries like Italy and Greece which are under extreme pressure due to the number of arrivals.
They are to be resettled in other EU states on a shared basis by September 2017.
The EC also recommended taking a further 20,000 people who are in need of international protection directly into the EU from countries which are under enormous pressure, again on a shared basis.
However, it laments that just 937 asylum-seekers based in Greece and Italy have been relocated to date, despite the promise of six months ago.
The commission's statement points to a lack of political will and urges governments to keep their promises.
