Garda management has described the behaviour of gardaí in falsifying breath tests as unacceptable.

Deputy Commissioner John Twomey said a garda investigation was now under way to find evidence for the claims that gardaí did so under duress.

A report by Assistant Garda Commissioner Michael O'Sullivan, published earlier this month, found that some gardaí were making up the figures and in some cases were exaggerating them by as much as 300%.

The report also identified systems and IT failures, a misinterpretation of policy, and failures of governance and oversight as contributory issues.

Garda management has accepted that the breath test scandal has damaged the reputation of An Garda Síochána.

They say they are acting on the O'Sullivan report and the Assistant Commissioner is continuing his investigation into the false breath tests.

This includes seeking evidence from gardaí for the Garda Representative Association's claim that rank-and-file officers were put under pressure to falsify figures.

Acting Garda Commissioner Dónall Ó Cualáin said that the Garda College in Templemore has served the country well but the Commission on the Future of Policing was examining training and other issues.

He also said morale in An Garda Síochána is not as bad as people think.
