Childcare policy expert Dr Niall McElwee, who resigned from the Athlone Institute of Technology earlier this month, returned to Ireland last night following a short stay in Scotland.

Dr McElwee did not answer reporters' questions and there were scuffles as he made his way out of the airport terminal building.

The former lecturer, who was convicted two years ago of attempted indecent assault in Amsterdam, flew back to Galway late last night from Edinburgh.

He has been in Scotland since resigning his position in AIT last week.

Some family members were at the airport to meet him along with a number of people employed by a Galway security company.

A request was made to allow Dr McElwee leave the arrivals area by an alternative entrance, but this was refused.

Meanwhile, the Health Service Executive has said it will publish the terms of its inquiry into the circumstances surrounding Mr McElwee's resignation from Athlone IT tomorrow morning.

The inquiry will be chaired by the former Irish Medical Organisation officer Conal Devine and will look at how the Midland Health Board treated the issue after it was first informed of the allegations.

A HSE spokesperson said Mr Devine is meeting HSE officials in Dublin this evening to review draft proposals for the terms of reference.
