Turkey will push ahead to meet conditions to join the European Union regardless of whether talks in some areas are kept on hold by Brussels, according to Economy Minister and chief EU negotiator Ali Babacan.
Mr Babacan said Turkey would integrate its legislation as soon as possible and wait until the EU is ready for full Turkish membership.
The EU is set to open two new policy areas in membership negotiations with Ankara at an accession conference tomorrow.
Germany, which currently holds the EU presidency, had hoped to open three negotiating chapters with Turkey, but France blocked that move.
The French signalled they do not want to broach politically sensitive subjects they consider could prejudge the outcome of the negotiations.
