The President of the World Bank, Paul Wolfowitz, has said he will not resign over his efforts to help his partner, who worked there, win a promotion and a pay rise.

Mr Wolfowitz was speaking after government members of the World Bank issued a statement describing the scandal as a matter of 'great concern' but stopped short of asking him to step down.

His critics have said that doubts about his leadership could damage the organisation's ability to raise money from richer countries to help poorer nations.
