Former Fine Gael Minister Sean Barrett says he was offered an £80,000 consultancy to get a south Dublin golf course rezoned for development.
Mr Barrett told the Mahon Tribunal that the offer was made by a man who walked into his advice centre.
He said he did not know the man who asked him to lobby for a land swap involving the movement of either Killiney or Dún Laoghaire golf course to lands at Cherrywood near Loughlinstown.
Mr Barret said the conversation lasted two or three minutes.
After this approach he said stories started appearing in the media implying that he had accepted money from Monarch Properties and that he was getting Fine Gael colleagues to support their plans at the same time he was opposing their development in public.
He said this allegation was untrue and that he has endured ten years of innuendo.
Mr Barrett specifically denied an allegation by another witness that he had insured racehorses belonging to Monarch's managing director the late Phil Monahan.
He said he received a £600 donation from Monarch in 1991 which he passed to Fine Gael and he said there was a £1,000 given to Dún Laoghaire Fine Gael in 1995 but he said he had no recollection of a £500 donation in 1992.
