Unions have decided that sufficient progress has been made on the issue of workers' rights for them to enter talks on a new pay deal.
Last night, the Executive Council of the Congress of Trade Unions agreed to allow its representatives to commence negotiations on a new national agreement next week.
However, all sides have stressed that no deal can be struck until the Employment Rights Agenda has been agreed.
