US President George W Bush has unveiled his new budget plan which proposes big cuts in health services and significant increases in defence spending.
President Bush said he wanted to focus on what he called the nation's highest priority.
The Departments of Defence and Homeland Security are both in line for a 5% increase.
In an effort to contain the large budget deficit, President Bush is asking Congress to scrap or cut more than 140 domestic programmes with most cuts falling on the Medicare health programme.
The US Defence Secretary, Donald Rumsfeld, said he felt the requested budget increase for his department was justified.
