A vote in the European Parliament on the newly restructured Commission is to take place on 18 November.
The make-up of the Commission was one of the key issues decided at the EU summit which ended this evening in Brussels.
The new line-up includes the Italian Foreign Minister, Franco Frattini, to replace Rocco Buttiglione whose nomination the parliament had threatened to veto.
EU plans on Iraq finance approved
The two-day meeting also agreed a package of logistical and financial supports for the planned elections in Iraq.
The Iraqi Interim Prime Minister, Iyad Allawi, said the assistance would help the smooth running of elections planned for early next year.
Speaking after a lunch with EU leaders, Mr Allawi declined to confirm a date for the elections but said they would definitely go ahead before the end of January.
He added that Europe has been good to the Iraqi people and he hoped it was a positive relationship which could continue.
Chirac denies snubbing new Iraqi leader
Earlier, the French President, Jacques Chirac, denied that his departure from an EU summit was a diplomatic snub to the Iraqi interim Prime Minister.
Speaking in Brussels, Mr Chirac said he had never refused to meet Mr Allawi and added that France’s relations with the new Iraqi authorities were excellent.
Mr Chirac, who opposed the Iraq war, left Brussels for the United Arab Emirates before a lunch in the Belgian capital in Mr Allawi's honour.
