Iran and Libya violations cited by IAEA

The head of the United Nations nuclear watchdog has said Iran and Libya were guilty of violating their obligations under the Nuclear Non-Proliferation Treaty.

Mohamed ElBaradei was speaking in Vienna ahead of a meeting of the International Atomic Energy Agency.

The agency's board of governors is discussing a report on Iran, which says it failed to reveal research which could be used in the production of bomb-grade material.

The report also says the Iranians are still trying to conceal a clandestine weapons programme.

Mr ElBaradei has called on Iran and Libya to be fully open and transparent.
