In his first annual report, Hugh Annesley, Chief Constable of the Royal Ulster Constabulary (RUC), has said that the drop in the number of people killed in Northern Ireland was due to security activity rather than a reduction in terrorist activity. He also reported a drop in the use of plastic bullets and appealed for more Catholics to join the force.
