Disabilities group says €10m Winter Plan allocation is 'shocking'

The National Federation of Voluntary Service Providers said the €10 million allocated to disability services in the Health Service Executive's Winter Plan will not meet the needs of service users.

It has described the impact of reduced day services as profound. 

The federation, which represents not-for-profit organisations, has described the Winter Plan allocation as "shocking" and just "a fraction of the funding required for services".

It comes as St John of God Community Services announced yesterday that it is to end its involvement in disability and mental health services, which has caused fear amongst families of those with intellectual disabilities that they will be next.

There are hundreds of residential settings for people with intellectual disabilities across the country.

There are 1,250 primary carers over the age of 70 who are caring at home for an adult relative with intellectual disability. 400 of these carers are aged 80 or more.

Family carers are worried about the prospect of becoming ill, and respite being unavailable due to suspected or confirmed Covid-19 cases.

Chair of the federation Sean Abbott said service providers cannot respond to the severe pressures that families and service users are experiencing without sufficient funding.

Minister of State for Disability Anne Rabbitte acknowledged that there is some way to go before disability services can be fully restored and described the funding as a step in the right direction.
