The Department of Foreign Affairs has said that a complaint has been made to the Anglo-Irish Secretariat in Belfast about a British Army operation near Rosslea in County Fermanagh. A local farmer's access to a section of his land which lies across the border in County Monaghan was blocked by soldiers, who claim it was for security reasons.
